Das Begehren ist schriftlich an das Bau- und Verkehrsdepartement des Kantons Basel-Stadt, Kantonale Fachstelle für öffentliche Beschaffungen, Münsterplatz 11, Postfach, 4001 Basel zu richten. Rekurse sind innerhalb von 10 Tagen, von der Veröffentlichung im Kantonsblatt Basel-Stadt oder von der Zustellung der ergänzenden Begründung an gerechnet, an das Verwaltungsgericht Basel-Stadt, Bäumleingasse 1, 4051 Basel zu richten.
